Željko Heimer

Lieutenant Colonel Dr. Željko Heimer, MSc, EE, LF, FF, was born on 23 April 1971. in Zagreb, Croatia. He graduated in the University of Zagreb, at the Faculty of Electrical Engineering and Computing, in Industrial Electronics in 1997; since 1999 he is an officer in the Croatian Armed Forces, currently holding a rank of Lieutenant Colonel of Information Technologies Service. Master of science in electronics in 2005. Achieved PhD in Sociology at the postgraduate doctoral studies in Faculty of Philosophy (Faculty of Humanities and Social Sciences) of the University in Zagreb focusing on topic of military flags from the Homeland War and the visual identity of Armed Forces.

Since 1995 an active member of the international association Flags of the World (FOTW); since 1996 FOTW web site editor, 1996 – 1997 FOTW vice-director. He participated in the International Congresses of Vexillology in York, 2001, Stockholm, 2003, Buenos Aires, 2005, Berlin, 2007, Yokohama, 2009, and Washington, 2011, and the International Congresses of Genealogical and Heraldic Sciences in Stuttgart, 2010 and Maastricht, 2012.

In 2005 prepared an exhibition of Norwegian flags in Zagreb followed in a series of other places in Croatia and Norway. In 2006 with collaborators, he established the Croatian Heraldic and Vexillological Association (HGZD) and becomes its president and the editor of the semi-annual journal »Grb i zastava«.

Maintains the web site the Flags and Arms of the Modern Era (FAME) where he publishes the results of his vexillological study of the historic and current flags, mainly in the region of Croatia, Slovenia and Bosnia and Herzegovina.

He published two monographies on the coats of arms and flags, of Croatia (2008) and of Zagreb (2009), a study on heraldic and vexillological descriptions (2016), a monography in English on vexillology and Croatian military flags (2016), a monography in English on vexillology as a social science (2017), a bilingual English-Croatian monography on flags of Israel (2019) and a number of scientific, professional and popular articles in Croatia and abroad.

He is an associate member of the Académie internationale d’héraldique (AIH, since 2011), a honorary member of the Macedonian Heraldic Association (MGD, since 2011) and the Bulgarian Heraldic and Vexillological Society (BHVS, since 2009), and a Fellow of the Flag Research Centre (FRC, sinc in 2016). He was appointed chief of heraldic office (herald) of the Brethren of Croatian Dragon Society (DBHZ) and elected  president of the International Federation of Vexillological Associations (FIAV) in 2019.

For his work in promotion and preservation of this part of the national heritage he was awarded the national Order of Croatian Wattle by the President on Croatia in 2010 and in 2017 the Order of Croatian Daystar with the Effigy of Marko Marulić for extraordinary merit in culture in the field of heraldry and vexillology and their long-standing promotion in the Republic of Croatia and in the world. For his work in vexillology he was awarded the title Fellow of the Federation (FF) by the FIAV in 2015. For his outstanding original contributions to the science of vexillology the FIAV awarded him its highest recognition, the Laureate of the Federation (LF) in 2017.
